Update to the Forum Reputation and what Reputation is.

OK, basically reputation is where if a player likes your post they can click the + symbol next to it to give you 1 reputation point, if they dislike it for any reason they can click the - symbol to make you lose 1 reputation point. There is also a Thanks button which should be used if the post helped you and you would like to Thank the user, that will give them 3 reputation points.

I have done a small update to the reputation system and have made it so that users will need at-least 50 posts on the forums to +/- and Thanks someone's reputation. users will now also have a 60 second delay between two votes.

People have voted for me and I didnt know about the Rep system till 1 month ago.. And I was like wow people actually like shit I write or do..
